In this chapter, the Israelites still have no faith in God. God has told Moses that he is the Father of Abraham, Isaac and Jacob, and that he has heard the prayers of Israel, and will take them out of slavery, but the people of Israel have no faith, and continue to groan and grumble about their burdens. As as you will see in the future, the pattern will continue, even after they are no longer slaves and even though they have seen many signs and wonders with their own eyes.
Finally, God sets Aaron to be the spokesman, because Moses “doesn’t speak eloquently”.

God sends Moses and Aaron to see Pharaoh, but God is honest with them, telling them he will “harden” Pharaoh’s heart so that Pharaoh will not release the slaves.
The Bible doesn’t say, but I believe God does this for the sole purpose of working signs and miracle to make both Pharaoh and the children of Israel believers.
The first thing Moses and Aaron are ordered to do, is what God had Moses do on Mount Horeb, at the burning bush. Aaron was to throw his rod on the ground, and God would turn it into a serpent. I did, but then Pharaoh brought out his magicians who, with their “magic”, were able to mimic the same thing.
Then Moses and Aaron went back to Pharaoh, and when they touched the end of their staff to the Nile, the water turned to blood. And the fish all died, and there was no water to drink, and the river stank.
But Pharaoh had his magicians mimic the action, and they too were able to make the river turn to blood. Let this be a warning to all in the end of days. You will also see miracles like this, miracles from Satan, and you better be able to tell the difference between a true miracle and magic. The way you do that is to have a firm knowledge of scripture to tell where it is truly a miracle or not.
Please Lord, fill us with knowledge and wisdom so we will be able to see through Satan’s magic, to know when it is trickery, or if it is a true miracle from one of your prophets. Amen.
